According to a report by the Wall Street Journal Asia, a recent survey conducted by the American Chamber of Commerce found that most US companies operating in China commented that protection of IPR (Intellectual Property Rights) is still inadequate in the country. Despite the Chinese government's vow for stricter enforcement, 55% of companies surveyed complained of having suffered from IPR violations in 2005.

Besides IPR issues, chamber members complained about the effectiveness of the US government's program to control dual-use exports, which are products with both civilian and military purposes, such as equipment for the production of semiconductors, and certain types of high-performance computing systems. Although the amount of rejected sales by this program is limited, the survey notes that the uncertainty caused by the program discourages many companies from considering exporting products in the abovementioned areas.
